In reply to your communication of October 20th, No.
F 9901/120/10., the letter was discussed at the last meeting
of the Executive Committee, on Tuesday October 25th, and I
was instructed to reply to you as follows:-
(1). The Executive Committee is grateful to Viscount
Halifax for forwarding the copy of the letter from His Majesty's
Ambassador in China, and which he had received from Dr. Robert
S.K. Lim, together with his own observations upon the condition
of the Chinese Army Medical Service, and upon the needs of the
Chinese wounded soldiers.
(2). The Committee would like Lord Halifax to know that
the British Fund for the Relief of Distress in China, formerly
the Lord Mayor's Fund, is not only used for the relief of
distress amongst Chinese civilians, but it has also helped
with the refugees of British and other nationalities, and in
addition it has given grants to assist Red Cross Hospitals
especially dealing with wounded Chinese soldiers. It would,
therefore, be quite within the scope of the work of the fund
